# PuVVNL Net-Metering — Application Checklist (UPPCL / UPNEDA)

**DISCOM:** Purvanchal Vidyut Vitran Nigam Ltd (PuVVNL), Ballia | **Regulator:** UPERC
**Portal:** UPPCL solar rooftop / net-metering portal (via **uppclonline.com** / **upenergy.in**)

> ⚠️ **Reality check first.** Because you run in **daytime and have a battery**, you self-consume almost all your solar — so the net-metering *financial* benefit is **small** (mainly Sundays/holidays/low-load days). Treat it as a bonus, **not a blocker**. The system works fully without it.

> **Best practice:** make the **installer responsible** for the entire net-metering filing (it's written into the RFQ). You only furnish documents and sign. And **do NOT delay commissioning** for it — have the vendor commission in **self-consumption / zero-export** mode, then switch to export once the net meter is installed.

## Process (vendor drives this; you approve & sign)

| Step | What happens | Who |
|------|--------------|-----|
| 1 | **Online application** on UPPCL portal with consumer no., sanctioned load, proposed kWp, equipment details | Installer |
| 2 | **Technical feasibility** check by DISCOM (transformer capacity, load vs export limits) | PuVVNL |
| 3 | **Installation** of the solar system | Installer |
| 4 | **CEIG / electrical safety inspection & charging permission** — typically required for systems **above ~10 kW** in UP (yours is ~15 kWp, so likely needed) | Installer + CEIG |
| 5 | **Net-metering agreement** signed (on stamp paper) | You + PuVVNL |
| 6 | **Bi-directional (net) meter** installed by DISCOM | PuVVNL |
| 7 | **Commissioning certificate** / commercial operation | PuVVNL |

## Documents YOU must furnish (vendor handles the filing)

- [ ] **Latest electricity bill** + consumer/account number
- [ ] **ID proof** — Aadhaar + PAN
- [ ] **Ownership proof** of the premises (or **NOC** from owner if leased)
- [ ] **GST certificate** (business connection)
- [ ] Passport-size **photo**
- [ ] **Property/site proof** (tax receipt or equivalent)
- [ ] Sanctioned-load details (from the bill / connection agreement)
- [ ] (Vendor provides:) layout drawing, single-line diagram, panel & inverter **datasheets**, test reports

## Things to confirm with PuVVNL / installer (rules change)

- [ ] **Net metering vs net billing/gross** — for **commercial/industrial** connections UP sometimes applies *net billing* instead of full net metering. Confirm what applies to your tariff category.
- [ ] **Capacity cap** — export capacity is usually limited to your **sanctioned/contract load** and a % of the local transformer (DT) capacity. Make sure 15 kWp is within limits; if not, size export accordingly (you can still install 15 kWp and cap export).
- [ ] Whether **CEIG approval** is mandatory at 15 kWp (it usually is above 10 kW) — installer should budget the time.
- [ ] **Sanctioned load** is enough for the new electric motors (18.5 + 11 kW). If not, **apply for a load enhancement** alongside — do this early, it can take time.

## Parallel action items (start early)
1. Pull out the **latest electricity bill** and note the consumer number + sanctioned load.
2. Have the **ownership/NOC** document ready (especially if the sawmill land is jointly held).
3. Ask each bidding installer to **confirm net-metering + CEIG is in their scope** (Section 2 & 6 of the RFQ).
4. Check if **sanctioned load needs enhancement** for the motors — file that request with PuVVNL early.
